VA Regulation Expands Eligibility for Health Care for Homeless Veterans Program

The Dept of Veterans Affairs (VA) is expanding the eligibility for the Health Care for Homeless Veterans (HCHV) program. The HCHV program provides funding to non-VA community-based facilities that provide, “housing, outreach services, case management services, and rehabilitative services,” to veterans. Facilities participating in the program may also provide, “care and/or treatment to homeless veterans who are enrolled in or eligible for VA health care.” This proposal from the VA takes three specific actions.

  • Removing the requirement that homeless veterans must be diagnosed with a, “serious mental illness or substance use disorder to qualify for the HCHV program.” This expands the program to all homeless veterans who need it.

  • Expanding the definition of “homeless” to have it align with the Dept of Housing and Urban Development’s expanded definition

  • Requiring that all non-VA community-based service providers participating in the HCHV program must provide case management services, “including non-clinical case management.”

Comments on this VA regulation are due July 14, 2014.
